Technical Account Managers for Product Engineering firms need deep technical understanding of their product that involves:

a) Understanding of the Use Cases their product solves

b) Some ability to solution architect solutions

c) Understand 3rd party integrations

They also need domain knowledge , but the need is slightly lower in general as compared to a SAM. However, this can change if the product itself is very domain-centric, for example an oil and gas-specific product.
